CITIZEN PETITION to Governor Mark Dayton - Oppose "Exchange" Executive Order
RESCIND OBAMACARE “EXCHANGE” EXECUTIVE ORDER
Petition to Minnesota Governor Mark Dayton
I, the undersigned citizen, oppose Governor Dayton’s executive order to design and develop a Minnesota health insurance exchange because:
Executive Order Bypasses the People’s Elected Representatives. On October 31, 2011, Governor Mark Dayton issued an executive order to “design and develop” a health insurance exchange in compliance with Obamacare. The executive order was in response to the refusal of the 2011 Minnesota legislature to pass a state law creating an Exchange. The federal government has now given $31 million to the MN Dept. of Commerce. At least nine people have been employed to develop the Exchange.
Exchange is a “Federal Takeover Center.” The Exchange is a government-established entity that must follow the federal Obamacare law and federal regulations (>12,000 pages so far). For example, only certain types of health plans are allowed (no major medical plans), private data collected becomes government data (income, medical, employment, insurance status), and health plans allowed in the Exchange must offer benefits determined by federal officials to be “essential benefits.”
Exchange will Enforce the Unconstitutional Mandate. The federal government will use the Exchange to enforce the controversial requirement that everyone purchase government-approved health insurance or pay a penalty to the IRS. According to expert testimony, 700 pages of Obamacare are a re-write of IRS code to allow extensive, real-time data-sharing with the IRS to track individual compliance with the "credible coverage" mandate - the Obamacare requirement to buy health insurance.
I hereby petition Governor Dayton to rescind Executive Order 11-30, and stop all design and development of an Obamacare health insurance exchange.
