Health Exchanges - Imposing Obamacare

"The ACA cannot be implemented without an insurance exchange in each state. It's a go or it's a no-go. It's that simple." - As Robert Laszewski, president of Health Policy and Strategy Associates, Sept 2012, HealthDay.

"The exchange is the foundation of health care...Without these exchanges we're really not going to reform anything." - Terry Gardiner, national policy director for the Small Business Majority in 2010.

** Although exchange supporters encourage insured individuals and families to try to find lower-cost taxpayer-subsidized coverage on the government exchange, there is no reason to change coverage if an individual or family currently has private health insurance that meets federal requirements.

Three GOP Chairs Co-Author Obamacare Bill with Deceptive “Marketplace” Title

Three GOP Chairs Co-Author Obamacare Bill with Deceptive “Marketplace” Title
On February 16, 2012, Minnesota Rep. Joe Atkins (D-Inver Grove Heights) held a press conference to discuss the “Minnesota Insurance Marketplace Act” – HF 2290. There are 17 co-authors including three GOP House members: Tax Chairman Greg Davids (R-Preston), Health and Human Services Finance Chairman Jim Abeler (R-Anoka), and Commerce and Regulatory Reform Chairman Joe Hoppe (R- Chaska). The Senate bill, SF 1872, is authored by Sen. Tony Lourey and has no GOP co-authors.

Even though the words “exchange,” “health insurance exchange” and “Patient Protection and Affordable Care Act” are not used, the bill proposes to create Obama’s exchange using the language of “marketplace.” One study by Herndon Alliance published last year reported that “marketplace” was a good word to use to discuss the exchange, especially with “anti-government/anti-health law” folks.

"Marketplace" Legislation Will Implement Obamacare and Government Takeover

'Marketplace' Legislation Will Implement Obamacare and Government Takeover

"We are disappointed to see state legislators introduce a bill to implement Obamacare's federal command and control center in the state of Minnesota. We are further disappointed with the extraordinary attempt of these legislators to disguise the federally-controlled health insurance exchange within the legislation. The word "exchange" is not even mentioned in the bill. The entire bill discusses a "marketplace" established by the government."

You CAN'T Keep Your Insurance - Obama's Radical Restructuring

"A Radical Restructuring of Health Insurance" is a paper to be read by all Americans. The Galen Institute has provided an extraordinary list of examples of insurance companies dropping people from insurance due to Obamacare. The numbers are staggering. For instance, Blue Cross in New York is dropping 20,000 businesses. Cigna is ending coverage for small businesses in 16 states.

According to the Herndon Alliance study on "good words" to use to describe the government exchange, "NOTE - FOR THOSE WORKING IN STATES WITH SKEPTICAL AUDIENCES: Anti-government/anti-health law participants were very positive about the marketplace."

Dayton's Proposed Government Insurance Exchange

Dayton's Proposed Government Insurance Exchange

Although there is no state legislative authority to create a government health insurance exchange as prescribed by Obamacare, the administration of Governor Mark Dayton is pushing forward using federal dollars to design and develop it. During the public comment (open mike) period of the first meeting of the MN Health Insurance Exchange Advisory Task Force, the Commissioner of Commerce refused to give CCHF's president a "yes" or "no" answer to her question about legislative authority.
