Final Federal Health Insurance Exchange Regulation

HHS has issued the first of many final rules on health insurance exchanges (state portals). The 644-page rule uses the word "require" 327 times and "must" 1,004 times. All state exchanges must follow the federal Obamacare law and the many pages of federal regulations. This document is just the first of many such rules and regs to come. Per POLITICO, the rule covers the establishment of exchanges and the eligibility standards for employers, but it doesn’t cover exemptions from the individual mandate, essential benefits, or quality standards.
