Most people believe that the “HIPAA form” or the Notice of Privacy Practices protects their privacy. However, the reality is the HIPAA form simply states that you acknowledge and understand all the data disclosures allowed. It does not prevent your private health information from being shared without your consent.

ST. PAUL, Minn. — Citizens’ Council for Health Freedom says the Minnesota Senate Judiciary has failed to review the impact of the pending Senate omnibus health care bill on the privacy and civil rights of Minnesotans.
In a letter to Minnesota Senator Ron Latz (D-St. Louis Park), Chair of the Senate Judiciary and Policy Safety Committee, which was hand-delivered to his office on Monday, April 3, CCHF laid out provisions in Senate File 2995 related to the collection and storage of individual’s data without the individual’s consent.
In 2022, CCHF visited the Minnesota State Fair to interview fairgoers about HIPAA. Our goal was to see what people thought HIPAA stood for and what it accomplished. After hours of interviews, we learned that people have been deceived to believe that HIPAA protects their medical privacy.
Each person we spoke with was shocked to learn that the purpose of HIPAA is not to protect their private medical information – that it actually serves as a permissible data sharing rule.

ST. PAUL, Minn. — HIPAA became effective 20 years ago on April 14, 2003. For two decades, the American public has been led to believe that the “HIPAA Privacy Rule” protects their confidential medical records. To counter this false belief, the Citizens’ Council for Health Freedom will spend the month of April exposing HIPAA as a permissive data sharing rule.

CCHF has submitted a FOIA request to the Office of Civil Rights (OCR). Our request asks for any documentation that OCR has received or sent to physicians and other providers regarding providing care to patients who refuse to sign the HIPAA Notice of Privacy Practices. Our goal with this request is to understand any abuses that are happening under the law, as well as to better equip patients to decline to sign the Notice of Privacy Practices.
