On November 15, Texas Governor Rick Perry wrote a letter to HHS Secretary Kathleen Sebelius refusing to install the Obamacare exchange: "It is clear there is no such thing as a state exchange. Instead, this is a federally mandated exchange with rules dictated by Washington...the notion of a state exchange is merely an illusion...Our state will not be a party to helping facilitate the taxastion of millions of Texans, at an unknown cost, to implement bad public policy."

ST. PAUL, Minn. – By Friday, November 16, 2012, each state has been asked to submit, in writing, their intention with regard to a state health insurance exchange as outlined in the Obamacare plan. To date, three states have told the U.S. Department of Health and Human services, or HHS, that they will not implement an exchange, and with good reason. Public exchanges are cost prohibitive, with an estimated price tag of anywhere between $10 and $100 million per year to operate.

ST. PAUL, Minn. – With a looming deadline of Friday, November 16, many states are
still determining whether to move forward with a state health insurance exchange. To
date, only 15 states have declared a definite intent to proceed with such an exchange, and six others have declared opposition to a state exchange, and with good reason, according to the Citizens’ Council for Health Freedom.

Minnesota is one 5 states furthest along in creating the exchange -- the federal takeover centers -- and could be number one, according to Minnesota state Rep. Steve Gottwalt (R) yesterday in a hearing on accepting federal exchange funding. Is Minnesota building the prototype for the nation -- all under Governor Mark Dayton's executive order? And what could that mean? One interesting fact, as pointed out by Gottwalt, is that Maximus, Inc, the exchange contractor, helped set up the single-payer system in two Canadian provinces. WALTER MCCLURE, who worked with Paul Ellwood to create the HMO, was interviewed in August 2012. Minnesota's health care system is close to where he wants health care to be with outside analysis of patients and doctors. From the Interview: "When [McClure's] team started on [cost and quality] assessment in the 1980's, the idea that someone would be looking over a physician's shoulder was considered communism. Physicians were convinced of their right to autonomy. However, by 2008 Minnesota's private and voluntary sector had accomplished a sea change in this culture with 85 percent of providers in the state participating in having their outcomes measured."
