It’s not true. All claims about “repealing” the Affordable Care Act play loosey-goosey with the term “repeal” and they know it. None of the votes so far have been on a real repeal bill. This week, Senate Republicans wanted a political win, but they were not planning to repeal the ACA.

The Graham-Cassidy bill does not repeal the Affordable Care Act, or its exchanges or the Obamacare coverage. Senator Rand Paul says it only repeals 90% of ACA spending. He calls it “ObamacareLite at its worst." Says it just redistributes the ACA dollars from Democrat states to Republican states (more money to states that didn’t expand Medicaid). It does not repeal Obamacare. The Graham-Cassidy bill is not a fulfillment of the Republican promise to repeal Obamacare.
