CCHF Applauds U.S. Senator Rand Paul’s Bill to Repeal REAL ID

S.2769 repeals the federal digital domestic passport

ST. PAUL, Minn. — Citizens’ Council for Health Freedom (CCHF), which is leading the charge nationwide against the federal REAL ID system, commends U.S. Senator Rand Paul (R-KY), Chair of the U.S. Senate Committee on Homeland Security and Governmental Affairs for introducing the Safeguarding Personal Information Act of 2025 (S. 2769), a bill to repeal the REAL ID Act of 2005.

Introduced on September 11—the anniversary of the very event that led to the creation of REAL ID—Senator Paul’s bill takes aim at the system of surveillance being built in the name of national security.

“Senator Paul is standing up for state sovereignty and for every American’s right to privacy and personal autonomy,” said Twila Brase, RN, PHN, president and co-founder of CCHF. “State DMVs have been hijacked. REAL ID is a federal identification card and national surveillance system masquerading as a state driver’s license.”

The federal REAL ID Act threatens to withhold access to commercial flight for residents of states that refuse to comply. Today, with all states in compliance, the U.S. Department of Homeland Security is pushing to secure card compliance. To date only 56 percent of identification cards and driver’s licenses are REAL ID-compliant.

The REAL ID system advances digital IDs and biometric controls. On December 5, 2023, the American Association of Motor Vehicle Administrators (AAMVA), which coordinates REAL ID standards, testified before Congress of plans to digitize REAL ID, put it on phones, and have remote access. The REAL ID rule also requires a biometric credential, starting with a digital photo of the face for use with facial recognition technology.

 “The reason our health freedom organization is leading the charge on this issue is because REAL ID threatens freedom at every level—including health freedom,” Brase warned. “A digital, biometric-controlled Federal ID establishes a nationwide framework that could be turned into a China-like social credit system for America. Under the law, this federal ID could be used to restrict and control all of life, including access to medical care, access to banking and access to education.”

Addressing CCHF’s ground game, Brase added, “Individuals are key to stopping REAL ID. We are calling on all Americans to turn in their REAL ID or refuse to get one. If they’re worried about being able to fly, they should get a passport, one of 16 TSA-acceptable identification documents, not a REAL ID.”
